Commodity Flow Study
In the Winter of 2019/2020, we performed a commodity flow study to examine the movement of hazardous materials on the highways and major roads that transverse the Seminole Tribe of Florida locations. The study utilized trained spotters to gather information at specific locations within the corridors throughout a 16-week period. Each of the eight Tribe corridors were separately analyzed and reviewed. Additional information was reviewed and compared utilizing existing data related to railway, waterway, airway, pipeline and hazardous material facilities.

GOAA-MCO - Operation
Fallen Bird Exercises
In the fall and winter of 2019, APC in consultation with RLKing Training and Greater Orlando Aviation Authority, conducted a series of exercises that started with a tabletop exercise, a functional exercise, and finally a full-scale exercise. Operation Fallen Bird involved over 20 agencies.
The Tabletop Exercise allowed the GOAA-MCO airport community to discuss CFR Part 139 in conjunction with additional preparedness, response, and recovery protocols, plans, and procedures regarding a downed aircraft incident. A follow-up functional exercise focused on injection-based information to allow agencies to coordinate their response to an incident.

Finally, a full-scale, one day exercise at MCO was conducted with pre-designated locations. Exercise play involved emergency response efforts responding on-scene to an unannounced Alert III, downed aircraft which resulted in a mass-casualty incident. Following the initial response efforts, the exercise focused on incident support and recovery efforts to assist family and friends of those impacted and facilitated the recovery process of the airport community returning to normal operations.
